Punishment is giving someone a shovel and making them work/repair things. You could also whip them. But to immediately kill them and turn them into a rug – that's sadism, and only someone with similar life principles is capable of it. Obviously, this isn't punishment; it's just that the aliens ran out of alien pets and flew to other systems to torment the locals.
