There was only the name "mafia" left from it... There are no actual mafiosi or a city there. And Wulf was young and naive (no offense intended) - he simply copied the setting from King's Bounty without making any adjustments.
But if you take the expansion and, for example, gather Asugartians, Calciteans, Harranians, and Margelians on one battlefield (let's say 4 of each), add Atim from Thais (or wherever he was from) and a dwarf from Noir as two "maniacs" - you'll get exactly what Wulf wanted.
Only the "NPC" roles of the GM are given to the players, and their "characteristics" are visible to everyone (that is, control over the GM is present, just like in the mafia game). And the whole game is one "big battle." Only the players "fight" not against the "GM's NPCs," but against each other...
