From a purely logical standpoint, whether "secondary initiative" is determined by speed, randomness, or simply the dragon's indigestion – it makes no difference. So, what's the problem?

Indeed. I was naive to think that archers with the same initiative as the dragon, but with a speed of 2-3, should have the right to go first, lol. There's no difference: speed, the slot they're in, and other nonsense, but not initiative.
