Hall of Shame: discussion.

The main thing is to prevent the Hall of Fame from turning into a tool for settling scores. We need to ensure that someone can't submit a pre-prepared, cheating save file under another player's name to get revenge. In such a situation, we can, of course, figure out who is ultimately to blame, but it will take a lot of time and effort. Therefore, to avoid this, I suggest that the issue of cheating be resolved by the tournament organizer and several random players on the portal who are not participating in the tournament. (Similar to a judge and jury). But this is just my opinion.
