Based on your description, I understand why people are disappointed, because in the previous installments, there was a hint of a multi-layered (at least two layers of unreality) model, like in Inception, but if instead of that development, everything just starts over, then it really must be a bit boring. But it's also understandable, because according to current trends, "reboots" are being made more often than the development of ideas...
