THEREFORE, THE RULES SHOULD NOT BE SO STRICT AS TO RESTRICT A PLAYER AS A "CHEATER" (conditionally), BUT RATHER AS A PLAYER WHO JUST WANTS TO PLAY. THEREFORE, THERE SHOULDN'T BE VERY STRICT CRITERIA.
