I can't say that the proposed changes are bad, but you could write them in a more structured way. "We do this because it will balance the upgrades and allow each upgrade to retain its main role... We do that because the faction needs to be strengthened/weakened."
Otherwise, everything is good and interesting, but nothing is clear...
