It seems to me that the only option that could be considered is to hold some kind of competition with prize-winning places.

Even if we are talking about holding mapmaking contests with prize-winning places, we will still need to open an account (and preferably in different payment systems). After all, we will need to accept contributions to form the prize fund. If you insist on this particular option, let's try it. But how will this apply to modding?
