Steam has Russian language support; if that doesn't help, you can try installing a Russifier from the manuals. Personally, I haven't had such issues.
I've been on Steam for years) I don't have that, I'll show a screenshot when I get home) Not a single Russifier works; yesterday I tried about 4-5 different ones, and everywhere there's the same problem — only commas are displayed, and everything else is in English. Maybe it's just that the update enabling Russian hasn't reached me in this game specifically.
Then I'd advise deleting all files related to Heroes in your documents, profiles, and all that. Verify the integrity of the game files, check if automatic updates are allowed, and as a last resort, reinstall the game. There might be some file conflict from the community version (if there was one), and if there wasn't, then I don't even know what the cause is.
