Everything is the same, so why doesn't it work in one city but works in another? Because the cities are different.
In short, it's unlikely to work.
Different functions are tied to the special buildings in cities. From racial buildings to buildings that increase growth and provide resources. I couldn't find where this is linked, but I suspect it's in the code itself, and it's impossible to change this link. Based on my experience, if you take an unused special building ID and create a new building for it, that building will simply have no functions.
However, this building can be used as a trigger for a script. For example, "if player X has building Y, then add 5 gems to player X every day, etc." Many different features can be implemented with such scripts. But unfortunately, that's all that can be done with them.
