Adding a faction’s special building to another faction.

Has anyone tried adding another city’s building (specifically, its functionality) to a different city? I am primarily interested in the **possibility of adding an artifact shop to cities that don’t have one**. I think having this button in the city interface would help, but I’m not sure.
