I only have two unresolved issues: I don't understand where to get the Frost Hammer, which, as I understand it, is needed to make the Tiger Helmet and Tiger Armor a Dragon set.

And also, the old woman who blessed me for the battle with the additional boss (who is the strongest) told me that I would be helped in Cauldron and that I should also visit the Generalate. In Cauldron, I was given 50,000 gold. But I couldn't figure out where the Generalate is.

The Frost Hammer is the treasure of the Black Oracle.

The building where you were given 50k and which is the Generalate has a name that appears when you hover the mouse over it. The victims of the clan, whose leader you need to defeat, should help you in the battle; this is a quest where you need to escort a family of Southerners from Cauldron to the other end of the map, to the Veterans' Guild, and along the way, the clan attacks you. If the quest has already been completed, you just need to go to that Veterans' Guild where the quest ended, and you will be given further instructions. The Mage's window in Cauldron shows this guild. But all of this is not necessary for the battle with the Mad Dog; you can simply go to him after opening the portal, although, of course, it is hardly possible to kill him without significant forces.
