The Citadel of Biara and the Lord’s Castle on the same map as towns.

Hello everyone! Please tell me, is there a mod that would allow me to place both the Citadel of Biara and the Citadel of the Overlord on the map using the editor? I want them to function like regular Inferno cities, but also allow me to place a regular Inferno city on the map as well.
