The purpose of high initiative is to quickly retreat and choose favorable moments to focus on the enemy (several attacks before the enemy gets another turn).
If they engage in a head-on battle without focusing, high initiative will always lose to powerful units with low initiative. All other things being equal.
Moreover, the defeat is so convincing that at first, it will seem that the most overpowered units are those with low initiative because it's simply not worth attacking them.
