I believe it’s obvious that when drafting the new Clan Regulations, the opinion of representatives from ACTUALLY ACTIVE clans should be the primary consideration, because they have proven their success.

This is not as obvious as it may seem. This approach has many difficulties in implementation:
1. The portal operates on a democratic system, not a feudal one. That’s how things are done here.
2. Even if the representatives of “ACTUALLY ACTIVE” clans are completely honest and objective in their intentions, and do not seek to benefit themselves first, their honesty will still not be believed, because someone’s interests will still be harmed. Disputes and rumors will start again, there will be a lot of chatter, and the effectiveness will be zero.
3. A major problem will be determining who is “ACTUALLY ACTIVE.” It is unlikely that many will admit to being “dead,” even though they are.
4. The lists of “ACTUALLY ACTIVE” and successful clans may definitely not coincide, depending on the criteria for success. For example, in the main and original goal of creating clans – in clan battles – no one has particularly excelled.

Therefore, at the moment, it would be much more effective if the adopted changes clearly reflected the equality of all clans before the new rules, so that everyone has the same chance to prove themselves, and challenging them would mean admitting that they are “dead.” For example, now record a requirement for “heroic activity” at least once every three months, with a minimum of 4 clan members (because that’s how many are needed for registration), and everyone will agree; this is such a small thing for an active clan. Even a hint of challenging such a rule is equivalent to admitting one’s own inadequacy. And dead clans will quickly disappear. Either they will revive, or they will disband.
And most importantly, we will inadvertently label the living as dead, and the dead as living.
