Do Elven Archers have an initiative of 16? Like Fury Archers? That's tough... Maybe it's not necessary to max it out that much? Instead, they could benefit more from increased agility (as they level up?).
If the Kraken occupies more than 4 grid spaces (I couldn't tell from the screenshot), then I agree, it would be better to upgrade it to level 8 with increased stats. Otherwise, it's probably not essential.
