If reconnaissance provides a list of specialists needed for the operation, they are hired in the first few days, one by one. No one unnecessary is hired, and money isn't wasted on superfluous personnel... :) It's a different story when there's a "sudden" need for a specific specialist; then, we hire anyone who has the desired skill. In this case, we waste 2500 on "anyone." But then, the entire reconnaissance team needs to be fired – "sudden" needs shouldn't arise; specialists should be planned for in advance, before the game begins... :)
:) Of course, you described the ideal scenario with a strong reconnaissance team. I agree with that. But usually, I encounter some unplanned changes during the game, and I don't have the strength or time to dig and reorganize, especially without an excavator, so I try to correct the situation at a material cost. :( Also, I meant that even hiring the right hero still costs 2500. :) No matter how you look at it. And that even spending 2500 on an "anyone" hero isn't a waste – the hero can be used in "chains," but here, you need to look at the map – are chains and supporting heroes needed at all?
