According to the Institute of Sociology of the Russian Academy of Sciences, 67% of female citizens of Russia regularly seek the services of sorcerers, while the proportion of believers among citizens is 93%.

I don't quite understand the second part of the sentence. Does the 93% represent the proportion of all "believing" citizens, both male and female? Or just the proportion of believers? Or citizens, but not female citizens? Or does it only refer to female citizens, who, in the first part of the sentence, seek the help of sorcerers? By the way, believers in whom or in what? Perhaps it refers to those who believe in sorcerers?
