Merlin is right; he looked at the map and didn't invent that the dwarves were moved and that this is a bug – there is nothing like that in the rules. The rules clearly state that there can be passages without guards; here, there are three passages, but two guards (wolves and dwarves), meaning that where Luna passed, there simply were no guards.
