Unfortunately, the developers don't even want to put in the effort in this direction, which is why, without proper customization (mods) and some effort, the characters turn out to be unpleasant in any part of the game (including the most recent installments and Fallout).

That's fair. But still, in Skyrim, there's racemenu, which can be found among the mods instantly and without alternatives.
In Morrowind, as I said, there were decent default faces. Although, to be fair, there was at least one for each race and gender. With mods, their number increased.
