Attacking En, Gurdu, or Tunar immediately will show them that a full-scale hunt for these "leaders" has begun and will force them to take care of their safety even more than usual. In this regard, I would prefer to leave Gurdu or En for last, so that the last capital wouldn't be too difficult to conquer when we arrive. However, I'm not very knowledgeable about military strategy.
