Well, generally yes, I would say so. For me, red hair is when you can call it orange or red. The benchmark is a fox, basically. Anything closer to that, rather than blonde or chestnut, is considered red.
In this regard, I don't see anything red-haired on this page. But yes, it's a bit subjective, no one has set any standards.
