An attempt to organize a team tournament between countries!

I wasn't questioning the ideas about splitting or the number of teams, but rather the perception of the rules, because people play by them, and if something isn't prohibited, it's usually used. As for splitting Russia, I suspect questions will arise about splitting other national teams as well; in this, I agree with the viewpoint of equal rules for everyone.
