NHF – new heroes for Heroes V 3.1.

Based on the feedback, it seems they don't want to include it because it's considered "overpowered," and it would be embarrassing. Just like any reasonable player in Heroes of Might and Magic III would feel embarrassed playing as Conflux. That's why I suggested slightly nerfing it.
