NHF – new heroes for Heroes V 3.1.

I think people are voting for Raelag for some other reason. Maybe they don't like that the special ability doesn't change with level, or that it's weaker than Raelag's special ability in Hammers of Fate. I don't think a 17% overall army buff is weak...
