The campaign definitely works on the licensed Steam version 3.1 without mods or anything else.

Check if you copied the files correctly into the correct folders.
The path to the game should be in Latin characters and preferably not long, without spaces.

Try downloading and loading another campaign. If another one doesn't work either, then something is definitely wrong with your setup.
