So, it was a different issue. The titles are different.
After Heroist's words, my hypothesis is as follows: Some (perhaps slightly high) moderator from another section was cleaning up spam topics, accidentally marking important ones, and throwing them into "Everything about everything" because he considered that section a dumping ground. Well, he figured it would be easier to browse the list of sections that way.
