I somehow missed the point about intelligence. Well, in that case, it's hard to call it elitism or racism; it's just a basic necessity. In real life, there aren't any countries where incapable individuals have full citizen rights either.

The fact that some can earn citizenship and are trainable already suggests that they are not hopelessly stupid.

The fact that some are not stupid and are trainable does not mean that they are mostly trainable, and that stupidity is a result of a lack of education, rather than an inevitable problem of the people as a whole. =/
Although it's worth checking, but Revan knows best how effective it is.
