In my opinion, slowing down and speeding up are almost symmetrical effects.

I mean, for example, speeding up by 100% and slowing down by 50%. I'm clarifying to avoid any misunderstanding.
In other words, speeding yourself up by a factor of two is the same as slowing down the enemy by a factor of two.
