That is exactly the point—right now we cannot state this unequivocally, although I would like to. For starters, I don't understand what the status of the tournament is—is it official or not? If it is official, then the rating should be awarded regardless of whether a quorum is reached or not. Even if only one person sends their final save and the tournament is official, there should be a rating. This can be stated unequivocally. However, if the tournament is unofficial, then the rating will be awarded only if there is a quorum. In "the triple" (troyka), that is 10 people. And therefore, a situation is possible where 30 people sign up, and a player hopes that there will be a quorum and decides to play for the rating. But in the end, let's say only 5 people send their final saves. And it will be a disappointment regarding the rating. How can such a situation be avoided??? Maybe count the quorum by the number of people who signed up??? What does everyone think about this issue?
