Not really. Yes, lizards are tougher than crossbowmen, but for an archer, damage is always the priority.
The Fortress has mediocre units (except for the incredibly fast snake-flies), and its strength, like the Stronghold, lies in the speed of construction. Having a mediocre tier 6 unit is better than having a good (or even outstanding) tier 4 unit in the same amount of time.
