Is it worth settling for a mediocre PC for 30-40k instead of getting a decent one for ~80-90k, or not?

My information might be outdated, but it seems like you can build a solid mid-range PC for 30-40k that can comfortably run modern games, albeit not at the highest settings. PCs are generally less expensive than laptops.
