Decency is a relative concept. For some, beating up gays is considered decent behavior.

For some people, at least. There are many people, and they all have their own opinions. American media once happily wrote about the "liquidation" of Gaddafi. That is, the murder of a person turns out to be a decent act for a not-so-small number of people, who, even from our point of view, cannot be called freaks... But these are just "points of view." Some of these points of view are worse, others are better; it is quite possible to determine the best of them, and no relativism is needed.
Another question is that there are indeed insignificant things that do not really affect anything (for example, whether a woman wears a skirt or trousers is also acceptable). This is a kind of fashion, rules of etiquette, and so on, which for some reason is often confused with ethics, but in reality, there is nothing in common here.
