For tier 1, we recruit assassins straight from the Dungeon, for tier 2, dancers from the Sylvan faction, for tier 3, Orcish Barbarians, for tier 4, infernal succubi, for tier 5, Rune Wizards, for tier 6, free Knights, and for tier 7, we give them Titans. There you have it, a typical mix of units for free cities :) And it makes sense lore-wise.
