One small axe probably doesn't do much damage; adding a second one will simply bring it to an acceptable level.
No, short-handled weapons deal the most damage. Unless two-handed weapons hit harder than one-handed weapons, but largely due to the +2% bonus per strength. If willpower isn't your main stat, two axes will definitely be better.
Considering that this requires sacrificing the combat training skill and the option of using a two-handed weapon, and also the theoretical possibility of holding a shield or some other item in your free hand, it's not worth it.

Regarding damage, it's not entirely clear yet. Ogres simply deal damage with two two-handed weapons simultaneously. They don't have blocks, etc., so it's a maximally straightforward, damage-focused fighting style. Just like Orcs.
