What if you leave the distribution uniform, will it not build?

I don't know. I always prioritized. Immediately after creating a sector, I focused on crystals to make it self-sufficient (usually in my sectors, there are young planets or planets captured from someone else). Then, when that's sorted out and it contributes significantly to the overall economy, I invest in science. There were usually no problems with energy.
