Results of the First Calculation: - There are 86,400 seconds in a day. There are 31,536,000 seconds in a year. There are 31,622,400 seconds in a leap year. In 4 years, the total number of seconds is 116,230,400.

Results of the Second Calculation: - There are 86,164 seconds in a day. There are 31,449,860 seconds in a year. There are 31,536,024 seconds in a leap year. In 4 years, the total number of seconds is 115,885,604.

Results of Comparing the 1st and 2nd Calculations: - The difference in the total for 4 years is 344,796 seconds (slightly more than 4 days). That is, every fifth year, the decreasing added day is restored. This means that in the first year, we are given 86,199 seconds (35 seconds more than a day), in the second year (rounded values) 86,189 seconds (25 seconds more than a day), in the third year (rounded values) 86,179 (15 seconds more than a day), and in the fourth year (rounded values) 86,169 (5 seconds more than a day). And in the fifth year, this number again becomes equal to 86,199 seconds. If February 30th is held every 7 years, then we are given 80 seconds for 4 years, and 155 seconds for 7 years. To reduce the added seconds and achieve the most accurate timekeeping, a NEW leap year should be held every 555,896,774,193,548,387,096,774,193,548,390 years (rounded to 556 years).

Conclusion: it is necessary to reconsider the calculation of time and have a leap year every 16 years, or have February 29th every year and February 30th every 7 years, that is, have a leap year every 7 years. But in any case, a New Leap Year should be held every 556 years.
