Resolution No.1 from March 30, 2007

The meeting discussed issues regarding the adoption of the LZMS charter and the election of a chairman. Decisions:

Charter of the "League of Laws - Interclan Council".

I General Provisions.

1. The "League of Laws - Interclan Council" (hereinafter LZMS) is an organization designed to facilitate cooperation and provide recommendations for resolving disputes arising between clans.
2. The LZMS is created by clans on the "Heroesworld" portal.
3. The name "League of Laws - Interclan Council" is universal and cannot and should not be used by other players as a name or clan tag.
4. The LZMS is independent of any other organization and is a self-developing organization under the joint leadership of clan representatives.
5. The LZMS consists of two representatives from each clan and includes the following bodies: a) the House of Commons; b) the House of Lords.
6. A Representative is a person entrusted to represent the clan in this organization.
7. A clan representative can be any member of the clan who has been entrusted with this honor by the clan leader.
8. Members of the LZMS organization have their rights and obligations.
9. The chairman and their deputy oversee the management and coordination of activities within the club.

II Members of the Organization.

1. Any two members of a clan can become members of the organization. This requires: a) Recognition of the clan (if it is a new clan) as fully operational. b) Having permission from the clan leader to represent the clan in the organization. To join the LZMS, the clan leader publicly declares their consent, specifying the nickname of the person who will represent the clan and contact information for reaching them (ICQ, email, etc.).
2. A member of the organization is free and independent from external influence such as pressure, threats, etc.
3. Each member of the organization has their own rights: - the right to free access to information about other members of the organization and their status; - the right to participate in the leadership of the organization; - the right to propose their own projects for improving the organization, as well as to express their opinion.
4. Each member of the organization has obligations: - a member of the organization is obliged to respect the rights of other members of the organization; - a member of the organization is obliged to respect the organization; - a member of the organization is obliged to comply with the charter.

III Leadership of the LZMS.

1. The leadership of the LZMS is carried out to coordinate and improve the level of work of the LZMS.
2. The leadership of the LZMS consists of the House of Lords (includes one representative from each clan) and the chairman (elected from among the members of the House of Lords monthly). The chairman's term of office is 30 full calendar days from the date of a positive vote.
3. In case of unworthy behavior, a member of the leadership may be relieved of their duties. The leader of the clan to which the violator belongs nominates another candidate for that position. If the activities of the LZMS chairman are subject to criticism, an impeachment procedure may be carried out. If 2/3 or more of the House of Lords members vote for impeachment, the chairman is relieved of their duties and elections for this post are called.
4. The House of Lords sets the agenda for LZMS meetings and notifies all LZMS members of the meeting times.

IV Activities of the LZMS.

1. The activities of the LZMS are aimed at coordinating interclan interaction, resolving conflicts between clans, and making decisions on issues affecting all clans.
2. Decisions of the LZMS are made by a majority vote of all members of the organization. In the event of a tie, the draft decision may be sent for revision.
3. Decisions of the LZMS may be appealed within the organization within one week of their adoption.
4. Decisions of the LZMS are binding on all member clans of the LZMS; in the event of non-compliance with decisions, a clan may be expelled from the LZMS. Resolutions of the LZMS concerning clans not members of the LZMS are of a recommendatory nature but may serve as grounds for a collective petition from the LZMS to ADMIN.

V Final Provisions.

1. Amendments to the charter are made with the consent of at least 2/3 of the LZMS members.
2. The charter may be supplemented and amended only at a general meeting of LZMS members.

For the time being, until the number of clans increases to a minimum of 5, it was decided not to divide into houses, but to elect a chairman and a deputy.

Resolution No. 2, May 10, 2007

The following issues were discussed:
1) Should Clans within the League of Clans (LC) develop and publish their clear charter so that those wishing to join immediately understand what they are getting into?
2) Is it necessary, for the sake of openness in inter-clan relations, to publish the results of each clan's internal Tournaments (possibly by posting the starting save for general review)?
3) Will the LC resolve issues arising in relations with Clans outside the LC? If so, how?
4) Will the LC resolve issues arising in relations with individual forum members who are not members of any Clans or the LC? If so, how?
Decisions:
1) Unanimously in favor. Each Clan must develop and publish its clear charter and make it publicly available.
2) Unanimously in favor. If a Clan holds internal Tournaments, it must publish the results and post the starting save.
3) The following proposals by Qwerty were supported:
3.1 Indirect influence is permissible, such as inviting Clans to a match against the LC team.
3.2 It is permissible to appeal to the Creator with proposals to change the rules regarding Clans.
3.3 In the event of conflicts between the LC and a Clan not belonging to it, it is possible to challenge that Clan to a competition against the LC team.
4) Permissible, but only in emergency cases. The LC can act either as an arbitrator in disputes or as moral support for member(s) of Clan(s) in disputes.

In addition, a proposal was made to hold a Tournament for the LC Cup and to hold a "match of the century": the LC team vs. the team of the rest of the forum.
