I solved the problem, in general.
The following steps were taken (and there were many of them):
1. The firewall with Kaspersky's network protection was turned off.
2. Radmin and Heroes applications were added to the firewall exceptions (despite it being turned off). Also, the game folder and Radmin were added to the antivirus exceptions.
3. There was a problem with pinging each other in Radmin; I opened access to shared folders in network access. I restarted the computer.
4. Do not try to inject into the game process, and therefore change parameters within the game; trying to cheat is, of course, an interesting thing, but we do not approve of it. The game doesn't either, as it turned out. Those who do this understand what I mean. (I'm not sure if this is the reason, but when the person stopped doing this, these kinds of bugs stopped happening.)
5. Do not use a VPN while playing (specifically, an installed one, not in the browser as an extension). Apparently, the abundance of network adapters has a bad effect on the well-being of programs like Hamachi and Radmin. Although, Gameranger only worked with the VPN enabled. Magic, I guess.
6. The game files must be identical. In our case, one player did not have the PETS mod installed, and the game went haywire and started repeating its tricks. 2 out of 3 players had it.
