The strength of a block cannot be regulated by any rules. For Shakti with 3 stacks, or for Gurney without a ballista, or a random Necromancer in the Dungeon, the concept of a block will be very different. I am sent various block scenarios for review, such as playing as a Necromancer, ending up in the Dungeon, and encountering 50-99 Gremlins on the road – that’s considered a block.
And again, the question is: if it takes skipping a turn or 5 turns to buy some units to break through the "block," is it a block or not?
Again, skipping turns is a variable factor that cannot be used to evaluate a block.
This can be regulated by rules. But there will always be situations where a block is not a block according to the rules, and vice versa (a free rest when there are no subjective options left). Whether this will be better or worse, you can't say until you try it.
I think you should understand that a blocked mine is not a reason for a restart on any map. There is no connection between restarts and mines at all.
A restart due to a block is given only in the case where there is absolutely no way to leave the castle and turns need to be skipped. If there is another way out through rough terrain, then this is a normal game situation. There are restarts for this.
Interesting interpretation. I'm encountering this for the first time. Is this the official interpretation of this rule by the AC, which applies to all maps and difficulties?

A block on the only road is a restart. The limit for the duration of a block is 112. If you see a unit on the only road, and defeating it will result in the death of the army or more, then this is a block, and therefore a reason to inform the opponent about a possible restart due to the block (while you yourself cannot check and attack the unit - you need to send a save to the tournament judge).
