I had the same problem, there's another solution:
I just uninstalled all the disc emulators (Alcohol and Daemon), and then the game started.
(It worked for me, at least. Windows XP SP2)

Has anyone tried playing on Vista?
I want to fix a bug:
When moving from one location to another, there's a loading screen.
The loading screen freezes, and the only way to fix it is to minimize and maximize the game.
(It's really annoying)

I believe you're referring to a license from "Buka." The problem lies in the StarForce protection of the old version. It's installed by a driver, which Windows 7 (and 8 as well) doesn't allow. If there were no StarForce, life would be much easier; the game runs perfectly fine on its own. There are 3 possible solutions:
1. Download NoCD (this option is suggested on the official StarForce website; they themselves have acknowledged that old games cannot be launched otherwise).
2. Download an English version from the internet, install it, and then download a Russian language pack on top of it.
3. Buy a proper English version on gog.com, install it, and play, disregarding the language.
