The principle of differentiation should exist, but not based on money.
As an example, I initially planned to contribute around 100k as a down payment if Volgograd was chosen. So, imagine I create a poll, and also pay for the necessary votes for Volgograd with that money, which is exactly the 100k I initially wanted to contribute.
The purpose of the vote is to allow those who genuinely want to go to make that choice.
