Just to clarify, just in case. I'm far from the idea of thinking that a person who looked at saves (they might have looked at everything, or as Indra claims, only moved a few things so as not to waste their energy on the game) is somehow "bottom tier," while I'm all own-//perfect. Especially if what Indra writes is true—then it actually looks like pure love for the art (perfectionism), a desire to play a match perfectly, which I personally strongly approve of, and why I really dislike saving (afterwards, if I don't mess up the main line, then small misplays always happen—I won't pass a scroll, I'll enter the crypt a second time; something bad always happens after a save, I'm slow, and even 20 minutes isn't enough for me to load the game details into my RAM, and no one will give me those 20 minutes).
I perceive this topic with Indra simply as different ways of living (and playing). It's just better to understand who you can agree on mutual restrictions with, and with whom it's pointless. They looked and they will keep looking.
And by the way, Blitz Jebus Cross turns out not to be such a bad idea in internet realities. There's simply no time to copy something and press buttons. And especially if you're streaming. For the first week, you basically sit there without even lifting your head, moving your horses. Pure skill. BLUR, I'll answer you this way - if you can't figure out how to check whether your opponent is cheating, just don't think about it at all.
Focus on your own game, develop your strategy, and prioritize what's important to you in life.
Assume that your opponents are not cheating.
If you keep learning how to play Heroes, the answers will come to you.
There is no definitive answer to your question - you need to pay close attention and think critically in each specific situation.

P.S. If you are a cheater and are just testing the waters, the answer is this: in your example, it's impossible to catch. And in real life, the optimal solution is to rob a bank.

I can't understand: why cheat in Heroes 3?, just to stroke your own ego? what fun is there in the game then?
