Could you recommend a mod that changes the maximum number of skills and/or perks a hero can have, and a mod that changes the number of levels and the experience table for each level? Ideally, point me to where these settings can be changed so I can practice creating a simple mod myself. I've looked through data.pak, but I couldn't find anything.

You won't find anything in the .pak files. The Eternal Essence mod implements eight skills, but this was done through the game's source code. This mod is also included in the EWA compilation.

Where can I configure the dependencies between different skills?

No, this is also done through an executable file. Like in this mod. Eternal Essence (mod with eight skills) can be found here. Also, people started exploring something in this thread, but they quickly lost interest.

I've been searching for a decent mod for the "Portal to Town" spell for a very long time. I want it to work like in "Heroes 3," where I can choose which castle I want to teleport to. Ideally, it shouldn't require owning the Summoning magic skill (if it does, that's okay). Does such a mod even exist? I found "Heroes 5 Reanimation Mod," but it's very buggy and clunky.
