No need. As is, it makes sense; otherwise, a minimum of 10 wouldn't be necessary at all (zeros and 95 points instead of 165 would give the same result).
What exists is common sense; otherwise, a strength of at least 10 is completely unnecessary.
It might be useful, but with a strength of less than ten, a character wouldn't be able to wear even simple armor or wield a weapon without penalties. This is used in some systems.
it would have been easier to set all initial parameters to 10 (and then increase them with skills). I also gave my character 20 strength, thinking it would be perfect for a mage with a spear, and it's still considered below average.
Maybe there will be quests where you need to have a specific number for a certain characteristic? Like bending metal rods, or winning a chess game against the village elder, and so on.
