Well, specialization and starting units play a bigger role than small differences in initial skills (which can be eliminated with the very first level-up; it's not even certain that you'll have time to build elves). Enova is more suitable as a secondary hero, I would say.
Yeah, Michael Jackson is the only hero with advanced shooting skills at the start. But there's not much point in taking him instead of Ivor if you're aiming for an elf-based strategy. Ivor simply has more of them, and after a couple of levels, he'll surpass Enova. However, she's good as a support hero, just like any other hero with a similar specialization. But Mephala is still better. Both in terms of appearance and abilities.
And the strongest ranged hero in the game is, of course, Orrin. He is not only more versatile than heroes like Ivore, but also provides a greater damage boost to troops than specialists (in my experience). And he performs wonders against titans.
I also used to enjoy playing with the Septien faction. It was also an underrated faction. In general, there are a lot of underrated factions these days.
