Just had an idea.
Preliminary registration with collection of entry fees. Up to 12 participants. First come, first served. The remaining 4 spots (the number can be varied depending on the size of the pool) will be decided in online playoffs before the start of the championship among those who procrastinated with registration/fees until the last moment.
The point is to end up with exactly 16 participants. No free slots, no brackets for 32, no need to adjust based on the number of participants. And five rounds will be enough to properly determine the champion.

To be precise, it's 10 or 11. In the super final, the loser usually needs to win twice.
Wikipedia says it's 9-10.
