CIS-2016
Post-mortem.
I'll start with the main point. Colleagues asked me to express my opinion regarding the incident that occurred at the tournament. Naturally, I will not name the participants of the incident; I will only describe the situation itself, which in my view requires a detailed analysis. A game is being played. One of the opponents demonstrates a clear advantage, and as the final battle progresses, his victory becomes obvious. The opponents go out for a smoke break. They call over the judge and register a defeat for the person who had practically already won. At the same time, the amount and details of the deal become known to the public. But unfortunately, the Chief Judge of the competition only finds out about this situation post factum – after the next round has already started, or even after it has ended. As a result, no disciplinary decisions were made, and no investigation into the incident was conducted.

Formally, the game rules seem not to have been violated: the game is not yet finished, and theoretically, opponents can register any result. But according to the rules of fair and gentlemanly play – here, imho, there is a clear violation.
I remind you that we play by ХВ rules. And in this case, it is quite appropriate to apply the same basic requirements for online tournaments to an offline tournament.
Fair Play
The most important point: players must play fairly and respect each other.
/topic/10593/
The same is stated in the third edition of the Rules for Organizing, Conducting, and Participating in HOMM3 Online Tournaments:
III. Duties and Rights of Tournament Participants.
1. A tournament participant is obliged to:
a) treat the Organizer, Judge, and other Tournament Participants with respect.
/topic/6162/

Such a "fixed" result, especially since we are talking about a game that was almost already played out, is in my subjective opinion precisely a case of disrespect: toward the Organizers, the Judges, and the Participants.

Of course, no one will review the results now {this could only have been initiated as it happened}, but in the future, we must create a Regulation for CIS Tournaments for the offline version to protect ourselves from a number of moments that discredit the tournament as a competition, so that in the end, the CIS event doesn't turn into an ordinary drinking bout. This year, excuse me, it was more of a CIS Tournament in "litro-ball" than in Heroes.

The following should be written in the Regulations: Refusal to continue a game and admission of defeat must be justified and based either on objective data of the specific game situation or on the impossibility of further continuing the game due to various circumstances, and accordingly, by recording a defeat in all subsequent rounds. In all other cases, such a surrender cannot be considered legitimate, and the results of the game are subject to annulment. That is, both opponents are credited with a loss. In separate cases – immediate disqualification from the Tournament.
According to my information, Baratorch is currently busy and will have little time for Heroes. But I request that he find a technical solution in the form of a tournament version that allows not just autosaves, but full recording of all player moves, including battles fought. Or specify in the Regulations the requirement for players to record their screen using stream utilities.

I also believe it is necessary to define the situation with latecomers in the Regulations. Everyone here is a grown man – the competition Judge should not have to run between different buildings and wake up Judges who got wasted the night before. I see only two valid reasons for being late to a round – force majeure, as a result of which you, God forbid, were injured/contracted the plague, or force majeure, as a result of which you had to leave urgently due to problems, again God forbid, with family {but even in these cases, the postponement periods must be reasonable; otherwise – life is life, withdraw from the tournament}. After consulting with Vic, we have come up with the following system for now. If the start of the round is scheduled for 11-00, players have an academic half-hour for lateness. At the 31st minute, a late player without a valid reason – that is, a player who has not agreed on anything with their opponent – loses one restart day. After another half hour, minus another restart day. And so on. If restarts end this way, then time begins to be deducted from the player's own game time. Or a technical loss is recorded immediately. {Vic suggested recording a technical loss immediately – I humanely suggested deducting game time}. And here, again, we will ask Baratorch to modify the chess clocks so that different game times can be set for each player. Including the ability to deduct time on a specific save in case of lateness for a game resumption. If all game time expires and the opponent still hasn't appeared – technical loss.

The Regulations should state that the Chief Judge of the competition has no right to participate as a player. The same applies to Organizers, or they must coordinately delegate their functions to representatives. Thus, we conclude that at the tournament, in addition to the Chief Judge, there should also be a Tournament Director {Manager, Supervisor – whatever...}. Who will also be aware of which Organizer or representative is responsible for which segment of issues so that arising problems can be resolved promptly. Both of these people, essentially, will work for the benefit of all participants, and their labor should be funded at least at the level of travel expense compensation and full board: either through sponsor contributions from Organizers, or by including it in the conference hall rental fee, or through other donations – this is a subject for discussion.

The Regulations should state that in the gaming zone during game time – we will discuss specific game times, say from 11-00 to 22-00 – activities generating noise and unrelated to Heroes are prohibited: poker, drinking bouts, blackjack, hookers. Ideally, of course, there would be two adjacent halls – as it was in Volgograd: whoever wants to drink and make noise, please go to the Karaoke hall. On the night before the Tournament Opening, the conference hall closes no later than 04-00.
The presence of outsiders at CIS events is permitted only with the permission of the Organizers. To avoid situations where some random bathhouse guy sits down at a table and starts dancing in the hall.
Heroes players, remember, if you invite someone with you – you bear full personal responsibility for the behavior and actions of your guests. Who invited this bathhouse guy? Aren't your own dancers and players enough?

Anyway, let's discuss.

And finally, a few tips for future CIS organizers.
1. Read the contract you sign carefully. Edit it and force the facility administration to accept your terms. Protect yourself at the legal level. This applies to both prepayments and compensation for damages. Write in the most comfortable conditions for yourselves so that in case of one thing, you don't end up paying extra money.
2. When accepting rooms and the conference hall – don't be lazy and take wide-angle photos, as well as all equipment and furniture; check the equipment beforehand. If you notice any malfunction – immediately grab the duty administrator by the nose and force them to record in writing the fact that damaged equipment was provided.
3. If after the event they shake you down for some absurd amounts of money for some damages – let them draw up a damage report. If you didn't sign an acceptance act for the hall and equipment beforehand – it will be extremely difficult for them to present anything to you: at any moment you can claim that some unidentified persons ran in from the street, broke everything, and then disappeared in an unknown direction.
4. Pay special attention to ensuring that hold'em and other blackjack tournaments are held in rooms without hidden or open CCTV cameras.
5. Stop outrages by individual event participants and do not behave outrageously yourselves. This year, from the very beginning, the organizers didn't deny themselves alcoholism – and that's why all those problems occurred, including the final money loss, which could have been easily avoided.
And remember, if the organizer is shit-faced, then the organization will be shit!
Thank you for your attention.

The main problem with the bribery situation was that the player who gave up the match didn't really lose anything, because the draw had already eliminated him from the losers' bracket and placed him against a winner, so he simply sold out... if the situation had been with a winner, I don't think this would have happened, but it seems the stars aligned, and a player in need ended up facing a willing buyer. I completely agree with Merlin that such things should be suppressed in every way. My opinion is that such victories are worthless.
P.S. Monsieur Valenko had a dream of winning the tournament without playing a single game; he was close, but I think that the heroic event of the year should be immune to such things.

This was more of a CIS Literoball Tournament than a Heroes tournament. I think this has been the case not just this year... If you look at this tournament as it is, you get the following: 1. The name is too grand, it even creates some hype. But in reality, what do you need to do to win the tournament? Beat 4 or maybe 5 people, and since there was no initial selection for this tournament, the first two opponents might be below average. The atmosphere (drunkenness and other nonsense), which shouldn't be present at a tournament with such a name, is confirmed by the photos posted in the neighboring thread. All of this gives the tournament an importance rating of around 3/10. 2. The purpose of the meeting: to chat with old friends, to meet new people, to relax and unwind, and if it's held in an interesting place, it's also a kind of trip. Here, there are many positives, and you could even give it a 15/10 rating in terms of importance. And as a result: the best way to reinforce all the existing interest in this meeting and the motivation to attend is to call it a CIS event, because without such a name, everything would look different. In reality, many people would initially agree, but when making the final decision whether to go or not (a simple meeting of Heroes players wouldn't seem as effective), I think the percentage of those who wouldn't go would be higher. The conclusion is obvious: the gathering is great, and its own interest is ruining the tournament. If we want to have a quality tournament, we need to organize and run it in a quality manner. Otherwise, is it even worth calling it a CIS tournament?

If we want a high-quality tournament, then we need to organize and run it in a high-quality manner. Otherwise, is it even worth calling it a CIS tournament?
In the first few years of the new format, there was still the concept of a regional qualifier for the CIS. Now, it is no longer relevant. This is the Open CIS Tournament. Everyone has the right to participate. And, considering the current situation, we should be glad that around 20 players consistently participate.
I assure you, last year, with the exception of the final, the game of Heroes was explored in sufficient detail. And even in the final, there was an exemplary demonstration of how to play Heroes, and how not to. Even at the stage of drafting the initial strategies.
But nothing prevents you, or anyone else, from showing a masterclass in organizing and running the CIS tournament. Our reality is that we don't really choose the organizers; every year, a couple of people take on this burden, not even realizing what a hassle it actually is. But this year, the level of alcohol, not in the blood, but specifically in the conference room, exceeded all imaginable limits. And I am honestly surprised and impressed by those who were able to maintain a high level of play in this extreme environment. I am glad that, despite everything, new faces are appearing in the tournament, and well-forgotten old ones are reminding us of themselves.

As for the quality, yes, you are right, yes, it is fair... everyone is in favor. Are you willing to pay for the quality of organization and execution? And how much are you willing to pay, if you are willing to pay? Just off the top of my head.

What is this even about? You chose Cobra for yourself in Volgograd, so don't act like that now...
If you call Egypt "Nowheresville," the percentage of people who go will also be lower.
If you call a grandmother a grandfather, the percentage of people who will have sex with that person will also be lower...
But the fact that someone calls something something else doesn't change the essence; whatever our CIS is, that's what the CIS championship will be.

What is this, вообще? You chose Cobra for yourself in Volgograd, so there is no need to talk about it now...
If you call Egypt "Muhohransk," the percentage of people who go there will also be lower.
If you call a grandmother a grandfather, the percentage of people who have sex with this person will also be lower...
But the fact that someone calls something something else in a different way will not change the essence; what kind of CIS we have, that's what kind of CIS championship we have.

There's a lot of text, as they say... but in essence, nothing worthwhile.
As for the quality, yes, you are right, yes, it is fair... everyone is in favor. Are you willing to pay for the quality of organization and running the tournament? And how much are you willing to pay, if you are willing? Just off the top of my head.
If it's really good, then it shouldn't be called the CIS. It can be called that when the tournament becomes worthy and you don't have to pay for it. Or, if you pay for this quality, will someone's skills suddenly improve?
What is this, вообще? You chose Cobra for yourself in Volgograd, so there is no need to talk about it now...

Well, the organization turned out to be fun, but it wasn't up to me; pay 300 rubles and choose your opponent, or maybe someone should be given a chance to choose... a good tournament.
And we played well, even if we weren't lucky, that happens.

As for what was written below, I don't think it's worth answering this nonsense; the only thing you noticed correctly is: the essence will not change; what kind of CIS we have, that's what kind of CIS championship we have.

Vitaly, your posts, which express dislike for what's happening there, won't change anything either. The truth has already been said: many people come to relax, and even though they don't realize it, they are actually hindering things. But even if only players showed up, nothing good would come of it. And to organize everything so that everyone is happy – both the players and the developers – and to do it all with genuine enthusiasm, I don't think is possible, at least not outside of the CIS countries, and certainly not for free. We don't have the discipline to gather large crowds of fans and followers, and this topic is an attempt to change things for the better, but criticism without suggestions is just empty talk.

Well, the organization turned out to be quite amusing, although it wasn't my doing. Pay 300 rubles and choose your opponent, or let someone else have a chance... a good tournament.
Did someone force you to choose? You could have declined this right, not to someone's disadvantage, but simply declined it altogether. But you chose, and you chose yourself. So now it turns out that you are essentially the one who used the right and is now complaining that you were given that right. Moreover, the player pool last year was more competitive, and choosing an opponent in the first round, I assure you, wasn't decisive.

We can call it a good tournament when it becomes worthy and doesn't require payment. Or, if we pay for this quality, will someone suddenly develop the skills to do it properly?
We eagerly await the moment when you will host the next worthy CIS tournament for free.
Honestly, are you serious right now?
You're going to a tournament that has no sponsors, you're not organizing it yourself, and you're not sponsoring it - and you want someone to do something for you for free? Are you kidding?
I'll say it again. Since you're so smart and understand everything better than everyone else, submit an application to host the next CIS tournament and, using your own money, make it free and worthy for others. We will come. Absolutely. Organizers, please tell this young man what your final financial losses were from hosting this unworthy CIS tournament, so he can factor in three times more in his budget for a worthy one.

A quality CIS tournament in Heroes implies quality service for the tournament itself - that is, adherence to the Regulations and deadlines. Tournament service, especially quality service, is work. Do you work for free?

I don't have any dislike, but rather disappointment. The reality of the tournament is far less serious than I imagined.
I've already written my suggestions above: we need to change the approach to this tournament. At least, there needs to be some discipline. If someone comes to a tournament, their main goal should be to play well and not disturb others. If a player follows the rules, they can do whatever they want outside the playing area. In other words, in the hall – it's all about the game; outside the hall – it's about relaxing, socializing, and drinking. Furthermore, to make the tournament strong and worthy of its name, we need to create a set of rules. For example, the tournament should have at least 10 good players (or at least 8), starting, say, from a rating of 1800+. If we can't gather that many, then the tournament isn't a CIS championship, but rather, as I wrote above, just a good gathering of friends. And if there's discipline and people know in advance that they're coming to a serious tournament, that will greatly motivate strong players.
Right now, these gatherings result in (roughly): 30% interest in the tournament and 70% interest in drinking, socializing, playing poker, and so on. And until that percentage changes or balances out, we'll keep having these post-event discussions.

You keep writing, it's already causing a hysteria...
I wonder, does anyone pay Pete or Dirty and other active people on our forum?
Of course not, but nevertheless, they do their job very well. I think it's all about the person, and only that. If I take on a task, I try to do it as well as I can. In your case, even if you are paid, you will not do it any better.
And yes, I also tried to run a tournament and helped with the work on the forum, and I was not paid for it, maybe it's all about interest.

Good God, sweetie... are you actually serious right now?

I'll say it one more time. Since you're so smart that you understand everything better than others, apply to host the next CIS with your own money, so that it remains free and decent for others; organize everything yourself. And we will come. Most certainly. Orgs, please tell this young suitcase what your final financial losses from hosting an indecent CIS were, so he can budget about three times more for a decent one.
+1

To everyone who is seriously dissatisfied with the organizers, the organization, or the format of the CIS — I suggest you cool your jets and try to host even something small yourself, rather than just writing angry posts with "fatherly" advice; your enthusiasm will diminish quickly, because by God — it's laughable! You really don't understand how much effort and money this costs and what unforeseen downsides you end up with!

Regarding the topic, I can say the following:

1) Organizers should not play in the tournament. This is a piece of advice! Kostya and I already learned this through our own experience back in Siberia. Even though the scale was different there, it's still true. Too many questions arise that require timely and rapid response!

2) The judge should not participate in the tournament. Although his workload is smaller and calmer, it's better to monitor the same competition more closely, ensure players are not disturbed, etc., and be responsible for organizing full streams, etc.

3) Solve the problem with booze and the trash it provokes. At the very least, ban the consumption of strong spirits in the hall during the tournament! Organize additional spaces (a room) for poker and alcohol parties.

DO NOT buy crates of own-brand swill, thereby encouraging what we saw this time, and further DO NOT divide it equally among everyone!

Whoever wants to get drunk should buy their own supplies personally, organize into local groups like "vodka only," "whiskey only," and "beer only" and buy their own alcohol. That way they would slow down more often and their eyes wouldn't glow seeing so much free stuff in bottles: like, drink as much as you want!

Drinking at the expense of teetotalers, girls, etc., is not classy!

In this regard, I was even a bit discouraged that they suggested chipping in "2r per person for shashlik," which I tried to make and buy, although clearly only 6-8th of that amount went toward the actual shashlik. Personally, I wouldn't have needed shashlik for that kind of money, and if I didn't drink vodka, I wouldn't have understood this urge at all!

4) There should be a photographer — a person who will cover the event and post photos on the forum daily, covering as much detail as possible of what is happening at such a large and interesting event for the whole forum. I think many forum members will agree with me here.

5) The majority voted in favor of an excursion tour of St. Petersburg! ST. PETERSBURG! Only the residents of St. Petersburg and Moscow, who had already seen the sights, voted against it.

To come to the most beautiful city in Russia and not see its beauties — for me, that is wild and wrong! It was better to just get wasted... :(

If it weren't for Alexey Falcon and Romantic, who personally took us to Peterhof, showed us the drawbridges and a bit of the night city, I would have been completely upset by this fact.

Overall, as I wrote in my report, I liked everything and was satisfied — these are just nuances and additions! Once again, thank you to all the organizers for taking on this heavy burden, incurring losses, and spending effort and nerves so that we could all have a good rest!

I hope that the organizers of the next CIS take the above into account and make our celebration even better!

And yes, I also tried organizing a tournament and helped with work on the forum, and I wasn't paid for it, so maybe it's all about interest.
In which city did this epic event take place? Or are you talking about online battles? Are you ready to take on organizing the CIS-2017 tournament? Or CIS-2018? And at a high level. At the same time, a clear distinction must be made between an online computer game championship and an offline championship. Because offline, you will have to deal with many times more headaches than in a standard online tournament.
I'm asking again - Are you ready to take on the organization and conduct a worthy CIS tournament for Heroes OFFLINE? Because otherwise, it's just ordinary demagoguery, which has nothing to do with reality.
