I had the same problem after my hard drive crashed. The old map editor that I downloaded myself from my thread on the Van Kanighem tournament behaved similarly to your case. I downloaded the program from another website, and everything was fine.

It's strange, this program works well for me, although I tested it at work this time – it wasn't needed, I think it's a decent result (though I always think that), but...we'll see.

To achieve a good result, I need to fix one minor issue in the Heroes 3 program itself (I prefer not to discuss the concept of "maximalism" in Heroes in any scenario, even if I'm 100% sure about it).
I've sent a letter to AmberSoler asking for help with this.
After reading the response and fixing the issue, I'll send the result within 5 minutes.

And after the tournament, I'll tell you about a very interesting feature that I, and especially Yura, encountered during the playthrough... it's related to the required heroes. Some kind of weird thing... maybe someone will explain what's going on later.
