I've been wondering for a long time what kind of Republic this is (I'm talking about the Old Republic) where there's no police or army? Only the Jedi handle everything... And there are also small interplanetary armies, but there's no overall republican army (except for the clones, but when did they appear?).

if you're talking about KotOR, then the Republic army is indeed present there.

StarForge is attacked towards the end, and it's them (although led by Jedi) who do it. And they also captured Revan...

yes, but in the movie, she's not there... (but she wasn't really needed, as almost the entire galaxy was a republic). And the war started as a civil war (when a number of planets decided to secede from the republic (separatists), and they prepared thoroughly in secret).

In Knights of the Old Republic, the events take place 2000 years before the first episode of the film. In reality, the Jedi were used as generals – just like in the film. But after the Mandalorian Wars, almost all the Jedi were wiped out. The Republic was slowly falling apart, but they still had regular troops and fleets. In the second Knights of the Old Republic, there is an entire act specifically about a planetary battle over Telos – and yet the army is not numerous enough, as troops from other worlds were constantly summoned for help.
